In over two years spent working in the Democratic Republic of Congo, Bioforce was able to develop a major part of its strategy to build the capacity of local organisations and institutions.
In 2014, Guinea was hit with the full force of the Ebola epidemic, in a context where 47% of people live beneath the poverty line. In total, over 11,000 deaths were officially registered as well as over 10,000 survivors with permanent after-effects. The battle against this virus helped gradually reduce transmission and since 2015 the country has managed to limit it to low-level outbreaks. Maintaining a high level of monitoring is still required, especially as the country is regularly confronted with a large number of epidemics.

A sustainable early warning & response mechanism
National prevention and response teams to viruses such as Ebola trained and implemented in each region.
context
In Guinea, 2014 saw successive outbreaks of measles, meningitis and the Ebola virus. The delay in diagnosing Ebola highlighted the weakness of the epidemiological monitoring system in Guinea. The country needed both to bolster its short-term response and develop a lasting capacity to respond to future outbreaks.
The Project
In order to act quickly and effectively, and avoid a deadly spread of the virus, the idea was put forward to set up ERAREs, roving early-warning and rapid-response teams in each region of the country, comprising carers, logistics experts and hygienists. The PREPARE project was launched in 2015: in the space of two years, 13 training modules were developed, 23 training sessions delivered and 207 professionals from eight multi-purpose regional teams, as well as 317 national stakeholders involved in preventing and responding to health crises, were trained. Fifteen Guinean trainers, who have been given technical and methodological capacity building, can now be called upon by the Guinean authorities to offer continual professional development to healthcare workers responding to and preventing public health crises in the country. The creation of the National Health Security Agency (ANSS) served to confirm the Guinean authorities' firm commitment to secure this rapid response mechanism, especially through continued regular capacity building. At the beginning of 2017, Bioforce was therefore appointed by Expertise France to run capacity building sessions for the 39 members of the early warning and response teams on stock supply management. The country is now prepared to contend with outbreaks of haemorrhagic fever, measles, cholera and above all viruses such as Ebola. The importance of having teams in the field has been highlighted by all the partners. This measure is fully incorporated into the Guinean national health service, and the ERARE teams are now equipped to respond to such outbreaks completely independently.
